Bill Gaches is a national security expert and recently retired senior government executive with more than 33 years of highly diversified experience in the US intelligence and homeland security communities. He built all-source analytic units and led major organizations within the Transportation Security Administration (TSA), the National Counterterrorism Center (NCTC), and the National Security Agency (NSA), and he liaised extensively with the US Intelligence Community, military forces, law enforcement organizations, and foreign partners around the world. Through his varied assignments, Bill accumulated in-depth knowledge regarding terrorist networks and participated in counterterrorism operations at the Federal, State, and local levels of government. He is experienced in both national and tactical intelligence activities, has lengthy and diversified experience in intelligence efforts against worldwide terrorism, and possesses deep knowledge of Middle Eastern and Latin American governmental, political, and military trends.
Bill’s 28 years of service at NSA culminated in leadership positions in both the Middle East/North Africa office and the Counterterrorism Product Line, where he led the agency’s primary analytic efforts on several of the most critical terrorist threats to US national security interests in history. He directly oversaw a group of more than 400 intelligence professionals while extensively coordinating with interagency partners to build an improved and more responsive counterterrorism intelligence system. Bill was then selected by a former Director of Central Intelligence to help build the policies, mechanisms, products, and staff for the newly established Terrorist Threat Integration Center (TTIC), which would later be legislated into formal existence as NCTC. As Chief of Analysis at TTIC, Bill created the President’s Terrorist Threat Report (PTTR), a daily publication, in response to a direct Presidential request. While serving as the Director of Intelligence at NCTC, Bill coordinated with staff of the Central Intelligence Agency (CIA) and Office of the Director of National Intelligence (ODNI) to oversee the production of Presidential Daily Brief (PDB) items and served as one of two senior NCTC editors for PDB items concerning terrorism. While at both NCTC and TTIC, Bill oversaw multi-agency editorial staffs responsible for PTTR and PDB pre-production review as well as for other in-depth analytic pieces.
Bill subsequently served as Assistant Administrator, Director of Intelligence for TSA, where he led the production of actionable and in-depth analytic pieces in support of TSA’s workforce, US and foreign transportation security services, and transportation industry elements. As TSA’s Director of Global Strategies, Bill then focused on improving the connectivity of US and foreign public and private sector stakeholders to foster a global transportation security “system of systems.” Following his government service, Bill led strategic planning, market diversification, and discrete opportunity pursuits for intelligence-focused business units at defense and security consulting firms including Detica, Inc., BAE Systems, Arete Associates, and Northrop Grumman.
Bill received a Bachelor of Arts degree in political science at Westminster College, a Master’s in liberal arts from The Johns Hopkins University, and an Advanced Certificate in American Public Policy from the University of Maryland, Baltimore County.
